The US Commerce Department’s Bureau of Industry and Security (BIS) issued an interim final rule on August 12 to impose restrictions on four emerging and fundamental technologies, among which an electronic computer-aided design (ECAD) software which is important to designing artificial intelligence (AI) chips, further preventing China from designing and producing next-generation advanced semiconductor chips.
