Artificial intelligence startup Groq Inc. has partnered with oil producer Aramco to build a giant data center in Saudi Arabia that it hopes will become a hub for companies running AI systems across the Middle East, Africa, and India.
Across the world, countries are spending wagonloads of taxpayer money to develop or support their semiconductor industries. This pipeline of cash has yielded some successes and some failures; the difference is usually down to how strategically the money has been spent.
