Taiwan directs too much public research and development (R&D) funding to its national research institutes, according to Chenming Hu, a former chief technology officer of Taiwan Semiconductor Manufacturing Company (TSMC). In his new book, Find the Solutions, Hu argues that this funding does not achieve the same multiplier effect as investment in universities.
